About Jose " Joey" Bacaltos, FLMI

I have been in the insurance industry since 1984 and owned and operated a Farmers Insurance agency in Concord CA from 1997 to 2014.  I am a Fellow of the Life Management institute (FLMI) and have a Financial Paraplanning Certification from the College of Financial Planning (Denver, CO.) I graduated from De La Salle University (Manila, Philippines) with a BA degree in Economics, a BS degree in Business Administration and also completed several MBA units.

INFO ABOUT COVERED CALIFORNIA


Open enrollment for 2025 starts November 1 and ends January 31.


Premium assistance in the form of advance premium tax credit (APTC) is available only through Covered California. Households with adjusted gross income (modified) shown below for 2025 are eligible:


​Family Size (1) = $22,590 to $60,240

Family Size (2) = $30,660 to $81,760

Family Size (3) = $38,730 to $103,280

Family Size (4) = $46,800 to $124,800

Check additional brackets at Covered California under Federal Poverty levels.


Households that make lower than the income brackets qualify for the low cost or no-cost county plan (Medi-Cal) while those who exceed the maximum will fully now obtain subsidies and will pay premiums up to a maximum 8.5% of total income based on the second-lowest-cost Silver plan in their area. Use Covered California's shop/compare tool or contact me to obtain pricing. 


Covered California will require documentation such as proof of citizenship/legal residence and proof of income to verify eligibility. I can assist with uploading these documents. Applicants must file tax returns to ensure no payback of premium assistance to the IRS. Those that exceed the maximum gross income will pay back a portion or the full amount of APTC.


Plans are offered based on medical cost share and at 4 different metal tiers, from bronze (cheapest) to the most expensive (platinum). Available plans and pricing can be obtained through the Shop/Compare tool at CoveredCA.com


Plan cancellations are processed in 15 business days and usually take effect the 1st of the following month. You must cancel your plan if you have qualified for Medicare or obtained an employer sponsored plan. You are not eligible for APTC if you are offered an affordable health plan at work.
